The word 'shoal' is used to describe a group of fish swimming together in shallow water. It can also refer to a shallow area in a body of water where the water is not very deep. Some other ways the word can be used are to describe a group of people or objects that are crowded together or a situation where something has become difficult to navigate because of a large number of obstacles. For instance, you might hear someone say "We had to navigate through a shoal of tourists to get to the restaurant" or "The river had a shoal that made it difficult to navigate with the boat."
