When someone uses the expression "across the board," it means something is happening or affecting everything and everyone in a particular group or situation. It is like saying that something is applicable to all the aspects of a particular category. For example, a company might decide to give an across-the-board raise to all its employees, which means that everyone from the executive to the lowest level worker will receive the same percentage increase. Or, in horse racing, if a horse wins every race in a competition, it can be said that it won "across the board" because it won in every category of the race.
