"All but" is an English expression that means almost, nearly, or everything except. It's usually used to describe something that almost happened or almost didn't happen. For example, if someone says "I all but forgot my keys," they mean that they almost forgot their keys but managed to remember at the last minute. Another example would be "The team all but gave up hope of winning the game," which means that the team almost completely lost hope of winning.
