The expression "block out" means to stop or prevent something from entering your mind or vision. For example, if you want to concentrate on your studies and not get distracted by noise around you, you can block out the sound. Or, if there is a disturbing image that you don't want to see, you can choose to block it out of your mind. It can also refer to blocking out a specific time period in your schedule for a particular activity or event.
