To call somebody/something to order means to demand that someone behaves properly or that a situation is brought under control. This expression is usually used in formal contexts, such as meetings, debates, or courtrooms, when someone is speaking out of turn, breaking rules, or causing a disturbance. For example, if a member of parliament is being disrespectful during a session, the speaker might call them to order and ask them to stop. Similarly, if a group of students is being too noisy in class, the teacher might call the class to order and remind them of the rules.
