The expression "close, but no cigar" is used when someone almost succeeds in doing something but ultimately fails. The phrase originated from carnival games where a cigar was often offered as a prize for winning. If the player came close to winning, but didn't quite make it, they would be told "close, but no cigar" to indicate that they had not won the prize. Nowadays, the phrase is used more generally to describe any situation where someone falls just short of their goal.
