"Cry wolf" means to give a false alarm or to make a big deal out of a small problem so that people won't believe you when there is a real problem. It comes from a story where a boy cried "wolf!" to make people think there was a wolf attacking his flock of sheep, but it was not true. When a real wolf showed up and he cried for help, nobody believed him because they thought he was lying again. For example, if you call in sick to work too many times when you are not actually sick, your boss might stop believing you when you really are sick and cannot come to work. This is an example of "crying wolf."
