The expression "fall on stony ground" means that an idea or plan is not well-received or does not succeed because it is being presented to people who are not interested or unsupportive. It comes from the idea of planting seeds on rocky, infertile ground where they will not grow. For example, if someone proposes a new business idea to investors who are not interested or do not believe in the idea, it can be said that the proposal has fallen on stony ground. Or, if someone tries to introduce a new idea at work that is met with apathy or resistance from coworkers, it can be said that their idea has fallen on stony ground.
