The expression "force somebody’s hand" means to make someone take action or make a decision. It is used when we want to persuade or pressure someone to do something they may not want to do. For example, if a person is being indecisive about making a decision, and you want to encourage them to choose one option, you might say, "I think we need to book the tickets now, to force their hand." This means we have to make a decision by buying the tickets, which would force the other person to make a decision about going ahead with the plan or not. It is a way to create a sense of urgency and get someone to act.
