The expression "high and low" is used to describe looking for something in all possible places, whether they are up high or down low. For example, if you are trying to find your keys, you might look for them high up on a shelf or low on the ground. The expression can also be used to describe searching for something in many different locations, such as "I've looked for my phone high and low, but I still can't find it."
