The expression "hollow out" means to remove the inside of something. For example, if you hollow out a pumpkin for Halloween, you scoop out the seeds and flesh inside to make room for a candle. It can also be used figuratively, to talk about a situation where something is slowly losing its substance or value over time. For instance, if a company is cutting costs by reducing staff, it may be said to be hollowing out its workforce.
