The expression "hot on somebody's/something's heels" means that someone is following or chasing something or someone closely, with the intention of catching or achieving it in a short amount of time. It is often used to describe a pursuit, investigation or competition where someone is very close to winning or achieving their goal. For example, "The police were hot on the criminal's heels, chasing him through the crowded streets" or "The company is hot on their competitors’ heels, striving to outdo them in sales and popularity".
