The expression "it never rains but it pours" means that when things go wrong, they tend to keep getting worse in quick succession. It is used when many bad things happen all at once or in a short amount of time, making a difficult situation even harder to handle. For example, if someone loses their job, they might also have their car break down and get sick all at the same time. It's as if bad events are coming in a continuous wave, making it hard to escape them.
