The expression "kill or cure" means something is either going to help or harm a situation, there is no in-between. It is often used to describe a situation where the action being taken could be risky, but if it works, it will solve a problem. For example, if a doctor prescribes a strong medicine for a patient's illness, it could either cure them or make them worse. It's a phrase to describe a situation with potential for either great success or great failure.
