The expression "know somebody/something inside out" means to know someone or something very well, including their strengths, weaknesses, and details about them that others may not know. This phrase could be used to describe a person's knowledge about a subject, such as a teacher who knows a particular topic extremely well, or about a person that you have spent a lot of time with and therefore know all about them. It could also be used to emphasize that you are very familiar with a place, like your hometown, and you know everything about it.
