"Lock, stock and barrel" is a phrase used to refer to the entirety of something, meaning all parts of it. It originates from the parts of a rifle: the lock, which is the firing mechanism, the stock, which is the handle, and the barrel, which is the long metal tube the bullet comes out of. So, if you are buying something "lock, stock and barrel," you are buying everything related to it completely. For example, "I bought this company lock, stock, and barrel," means that you bought the entire company and everything that goes along with it.
