The expression "mutton dressed as lamb" is used when someone tries to look younger or more attractive than they actually are, by wearing clothes or doing things not appropriate for their age. For example, if an older woman wears clothes that are typically worn by younger girls to try and look like she is still young, she could be called "mutton dressed as lamb". It generally has a negative connotation and implies that the person is trying too hard and not succeeding in their attempt to look young.
