The expression "off the boil" is used to describe someone or something that is not performing as well as usual or not putting in as much effort as before. It can be used in a variety of situations such as sports, work, or personal life. For example, if a football player is not playing well, someone might say "he's really off the boil today." Or if a student is not doing as well in school as they used to, someone might say "they seem to be off the boil with their studies." Essentially, "off the boil" means not at their best or not functioning at their usual level.
