When we use the expression "paper over", it means we are covering up a problem or issue temporarily without really solving it completely. It's like putting a band-aid on a wound. We use this expression when we want to make a situation seem better than it really is without addressing the underlying problem. For example, if there is a crack in a wall, you could put a poster over it to hide it, but you haven't fixed the crack itself. We use "paper over" in situations where we need a quick fix and don't have time to make a permanent solution.
