The expression "run somebody/something close" means to come very close to achieving something or to be almost as good as someone else. It is often used in a competitive situation where there is a winner or a clear goal to be reached. For example, if a team almost wins a game against a much stronger team, you could say they "ran them close." Or if a student gets a very high grade on a test, but doesn't quite get the top grade, you could say they "ran the top scorer close." The expression implies that the person or thing being talked about was very close to succeeding, but just fell short in the end.
