The expression "scare, annoy, etc. the hell out of somebody" is usually used when something or someone is causing a lot of fear or irritation to someone else. It is often used in informal situations to describe a situation that is causing someone extreme discomfort or distress. For example, "That horror movie scared the hell out of me!" means that the movie was very scary and caused a lot of fear for the person watching it. Similarly, "The loud noise of the construction work annoyed the hell out of me!" means that the noise was very irritating and caused a lot of frustration for the person hearing it. It can also be used for other emotions like surprise, shock, etc.
