The expression "snarl up" is used to describe a situation where something has become tangled, blocked or congested, causing delays or difficulties. It can be used to describe traffic that's moving very slowly or not moving at all, or a computer system that's not working properly. For example, you could say "There's been a snarl up on the freeway this morning, so I'm going to be late to work," or "The computer system at work is snarled up, so we can't access our files."
