The expression "splash out" means to spend a lot of money on something that is not necessary, usually on something luxurious or expensive. You can use it when you want to express that someone is spending a lot of money on something they don't really need. For example, "My sister splashed out and bought herself a brand new designer handbag." It's not something she necessarily needs, but she spent a lot of money on it anyway. It's usually used in informal situations among friends and family.
