The expression "splash over" is used when water or any other liquid spills or splashes beyond its intended boundary or surface. For instance, if a person tries to pour water into a glass but accidentally spills it over the edge onto the table or floor, they could say "Oops, the water has splashed over." Similarly, if a car drives through a large puddle and the water splashes onto the sidewalk or nearby pedestrians, one could say "The water splashed over onto the sidewalk."
