The expression "strain at the leash" means to be eager or enthusiastic to do something, but being held back or restrained from doing so. It originated from dogs that are held back by a leash and want to run and play. The phrase can be used in many different situations, such as describing a person who is excited to start a new project but is waiting for the go-ahead from their boss, or a child who is eager to go outside and play but has to finish their homework first.
