The expression "such as it is/they are" is used when we want to say that something is not perfect, but it's the only option we have. For example, if someone asks you how your car is doing and it's very old and not in great condition, you could say "Well, my car is running, such as it is." Or if you're talking about a job you have, but it's not your dream job, you could say "I work in an office, such as it is. It's not the most exciting work, but it pays the bills." So, we use "such as it is/they are" when we want to acknowledge that something isn't ideal, but it's the reality of the situation.
