When we say that something is "swarming with" something else, it means that there are so many of that thing in one place that you can hardly move or see anything else. For example, you might say that a picnic area is swarming with ants, meaning that there are so many ants crawling around that it's hard to find a space without them. Or you might say that a mall is swarming with shoppers during holiday season, meaning that there are so many people there that it's hard to walk through without bumping into someone. It's a way to describe a situation where there is a large number of something all in one place.
