The expression "that's not saying much" is used when someone makes a statement that may be true, but it does not mean much because the thing being described is not very impressive. It can be used in many different situations, such as when someone says, "I ran a mile in 20 minutes," and someone else replies, "That's not saying much. A good runner could do it in half that time." Essentially, the expression is used to show that the thing being described is not noteworthy or impressive in any way.
