The expression "tick over" is often used to describe a situation where something is functioning, but just barely. It suggests that the thing in question is working at its minimum capacity, but it is still operating. For example, a car engine might "tick over" when it is running at very low RPMs, or a business might "tick over" during slow periods where there is little activity or revenue. It can be used to describe any situation where something is happening, but not at a particularly high level of intensity or productivity.
