The expression "what with something" is used to explain that a particular situation or event happened because of many things that were going on at the same time. For example, "I couldn't finish my work on time, what with my computer crashing and my dog needing to go for a walk." This means that the person had multiple distractions that prevented them from completing their work. It's often used to explain why something happened when there were many contributing factors, instead of just one.
