The expression "who am I, who are you, etc. to do something" is usually used to express doubts or uncertainty about one's ability or authority to do something. For example, if you want to give a speech in front of a big audience but you feel nervous and inadequate, you might ask yourself "who am I to give a speech?". Similarly, if someone is criticizing you for doing something you believe is justified, you might ask them "who are you to judge me?".
