The phrase "within an inch of something/of doing something" means you are extremely close to doing something or achieving something, but it has not happened yet. It usually implies that the thing was difficult to achieve. For example, if you say "I was within an inch of winning the race," it means you were really close to winning, but you did not actually win. Or if you say "I was within an inch of losing my job," it means that you almost lost your job, but managed to keep it at the last minute.
