The expression "within/outside the purview of something" is used to describe whether a particular subject or area is included or excluded from the scope or authority of something else. For example, if a law only applies to certain types of businesses, those businesses that are not covered by the law are said to be outside the purview of the law. Alternatively, if a teacher is responsible for teaching certain subjects, anything that falls outside of those subjects would be considered outside the purview of the teacher's responsibilities.
