The expression "a hard/tough act to follow" is used to describe someone or something that has done a very good job and it will be difficult for others to perform equally as well. It can be used in situations like award ceremonies when the previous winner was very good, or when someone is retiring from a job and their successor will find it hard to do as well. Essentially, it is used when there is a high bar set by someone and it will be tough for the next person to match that standard.
