The expression "a/the pecking order" is used to describe the way people or animals establish a hierarchy, or a ranking of authority. It comes from the behavior of birds, where the dominant bird will "peck" at the others to establish its position. In human contexts, it could refer to a workplace where the manager is at the top of the pecking order and the employees are lower down, or it could refer to a group of friends where one person is seen as the leader and the others follow their lead.
