The expression "at a premium" means that something is in high demand and therefore has a higher value or price than usual. For example, if you live in a city with limited parking spaces, parking spots may be "at a premium" because there are more people who need them than there are available spaces. Similarly, if there is a particular type of product that is difficult to find, it may be "at a premium" because people are willing to pay more for it. Basically, when something is "at a premium," it means it is scarce or rare and therefore costs more money or is considered more valuable.
