The expression "in/under the circumstances" is used when we want to explain or justify what we are doing based on the situation or conditions at the time. For example, if it starts raining heavily and we don't have an umbrella, we might say "under the circumstances, we should just wait here until the rain stops." It means that given the situation, waiting is the best option. It is like saying "given the conditions we are facing, this is what we should do."
