The expression "not much to look at" is used when talking about something or someone that is not very attractive or interesting in appearance. For example, if you see a building that looks plain and uninteresting, you might say "that building isn't much to look at". It can also be used to describe people, like if someone is not conventionally attractive or has an ordinary appearance, you might say "he/she isn't much to look at".
