The expression "on payment of something" means that in order to receive or have something, you must first pay a certain amount of money or fulfill a specific condition. For example, if you want to enter a museum, the sign might say "entry on payment of $10". This means you can only enter the museum if you pay $10 at the entrance. Another example could be a rental agreement for an apartment, which might say "the security deposit will be returned on payment of the final month's rent". This means that you will get your security deposit back once you have paid the last month's rent.
