The expression "on the surface" means that something might look a certain way, but if you look a little deeper, there's more going on. It's like looking at the surface of a swimming pool - you can see the water and maybe a few leaves or bugs, but there's a whole other world underneath that you can't see. For example, you might say "On the surface, it looks like Sarah is doing really well in her new job, but when you talk to her, you realize she's actually struggling with some of her responsibilities." In this case, Sarah might appear to be succeeding, but if you look deeper, you can see that there are challenges she's facing.
